Commentary: Below are notable events which occurred during the month and prior corresponding period (pcp) which may have influenced traffic on MIG's roads. 407 ETR In early September 2004, additional lanes were added to the C2 segment (Highway 401 to Highway 410) of 407 ETR. The additional capacity resulted in higher traffic growth on this segment being recorded between September 2004 and August 2005. M6 Toll Roadworks commenced on the M6, the major alternative route to the M6 Toll, on 8 October 2005. These roadworks have resulted in the M6 operating at reduced capacity and speed restrictions have been imposed. The roadworks involve the closure of one lane in the southbound direction between Junctions 10A and 11 and are expected to run for 12 weeks. In October 2004, significant roadworks were active on the M6. These works resulted in the closure of one lane in both directions and reduced speed limits between Junctions 5 and 6. Lane closures also existed at Junction 8 until 10 October 2004. These roadworks resulted in the M6 operating at reduced capacity. Skyway Roadworks continue in the Skyway traffic corridor. Various roadworks are scheduled to be undertaken on the Skyway access ramps and alternative routes until the end of 2007. Dulles Greenway Traffic in October 2005 was negatively impacted by significant rainfall on the Columbus Day holiday weekend. The Washington D.C. area recorded 6.29 inches of rain, almost twice the long term average rainfall for the entire month of October of 3.37 inches. Roadworks continue on the Dulles Greenway. The works began in June 2005 and are expected to continue until December 2008. During the second half of 2004, roadworks were active on alternative routes, particularly Route 7 and Route 28, which resulted in reduced operating capacity of these roads. Sydney Roads On 1 October 2005, the car toll on the M1 was increased from $4.00 to $4.50 (inclusive of GST). The Cross City Tunnel opened on 28 August 2005. From 24 October 2005 to 14 November 2005 the Cross City Tunnel is operating with a “toll free” period. The Cross City Tunnel has a one lane interconnection ramp to the M1. Last year in October 2004, Sydney experienced heavy rainfall on eight consecutive days. The monthly total of 234mm was approximately three times the long term average for October. 1 - MIG's investment in Dulles Greenway consists of ownership of 13.3% of TRIP II, two subordinated loans against 86.7% of TRIP II LP, two long-dated call options to acquire an 86.7% interest in TRIP II LP and a 100% interest in the general partner (Shenandoah Greenway Corporation), which has day to day responsibility for the management and operation of the concession.
